    Polandball Wiki:Request for Comments Policy

    Requests for Comment (RfCs) are the mechanism by which the Polandball Wiki community can discuss and vote on local policy proposals as well as other general matters pertaining to the local community. Requests for Comments gather community feedback and form community consensus on certain proposals, ideas, and issues. Requests for Comment can be used for a variety of purposes where the community should be consulted.

    Drafting

    Before creating a new proposal via a Request for Comments, users should create a draft first before publishing their RfC and opening it up to vote. Users can add their draft RfCs under the appropriate section of the Requests for Comment page and should solicit feedback on the Discussions page. During the drafting stage, there should be minimal discussion about the substantive issues and the focus should be on improving the existing proposals (wording, copyediting, etc.) or adding new proposals. It is also recommended that users have a co-initiator before opening an Request for Comments.

    Adding new proposals and amendments

    After a Request for Comment has been published and is open for voting, users may add new proposals or amendments to existing proposals. It is however encouraged that this is done during the drafting process rather than once it is open in order to avoid confusion.

    Voting

    Users may not vote or participate in Requests for Comment using more than a single account. Engaging in sockpuppetry is a violation of the global User accounts policy and any vote done using sockpuppets will be striked and the sockpuppeteer will be banned and referred to Miraheze Stewards. Only registered users may initiate or vote in Requests for Comment. Unregistered users (IPs) may participate in Requests for Comment by way of comments, but these will not ultimately be taken into account when deciding consensus and will not count as 'votes'.

    Users who created their accounts after a Request for Comment has been published may not vote in that Request for Comment. Those users may participate in Requests for Comment by means of comments but these will ultimately not be taken into account when deciding consensus and will not count as 'votes'. If an anonymous IP editor or user who created their account after an RfC has already started votes, their vote will be moved to the comments section by any experienced Polandball Wiki user.

    Closure

    Requests for Comment must generally stay open for at least five (5) days. They can be closed before either if they are out-of-scope, malformed, or if it is clear that there is no chance of consensus. A Request for Comment that has not been drafted in advance may be closed by a bureaucrat immediately if it is too vague or unclear.

    Withdrawal

    The original initiator may only withdraw a Request for Comment if there have been no support votes or if all users who expressed support agree with the withdrawal.

    Determining consensus

    No minimum threshold or support ratio exists for Requests for Comments. Bureaucrats will use their discretion to decide whether consensus has been reached on a proposal. Bureaucrats are advised to put their personal opinions aside in determining consensus. It is advised that non-involved bureaucrats close a discussion but it is not a requirement. If in doubt, bureaucrats will refer to Stewards for help.

    In the event bureaucrats are inactive on this wiki for a long time, Stewards are empowered to close Requests for Comments in their stead.

    Challenging a closure

    If a user is unsatisfied with a closure, they may challenge it on the Administrators' noticeboard. Another bureaucrat may check the closure and if they find the closure was incorrect, they may reverse it or they may reopen the discussion if they believe that the closure was an error. If users are still dissatisfied with the closure, they may request Steward intervention and Stewards may close the discussion.
