In 1941, When Nazi Germanyball launched the Operation Barbarossa to invade the
Russian SFSRball, which resulted in the
Latvian SSRball ,
Lithuanian SSRball and
Estonian SSRball being occupied and envesseled to the
Reichskommissariat Ostlandball.
Reichskommissariat Ostlandball, like the other administration zones under the control of Nazi Germany ball, was institued under a permanent German rule and led by a German civil governor known as a Reichskommissar, who was appointed by the Adolf Hilter himself. The official appointed for ReichsKommissariat Ostlandball was Hinrich Lohse. An instruction for all the administrators working in the Ostland territories was prepared by Reichsleiter, Alfred Rosenburg. The local government was organized under a"National Director" in the former
Estonian SSRball, a "General Director" in the former
Latvian SSRball and a "General advisior" in Lithuaniaball.
For Alfred Rosenburg, his authority was extremely limited, mostly because the military command in ReichsKommissariat Ostlandball was in the hands of the SS and the Wehrmacht(German army) and the local economy, including the Reich postal service was managed by Albert Speer and Herman Goring. Later, in September, 1941, the civil administration was officially set up in
ReichsKommissariat Ostlandball, and its leaders seeked to administer its clay with the independence and the authority of the Gauleiters ( A party leader of a regional branch of the
Nazis) .
On April 1st, 1942, an ‘arbeitsbereich' (PS: A party cadre organization outside Nazi Germanyball) was established established in the civilian-maganed part of its clay, and the leaders of the
ReichsKommissariat Ostlandball, Koch and Lohse, ceased communication with Alfred Rosenburg, preferring to deal with
the Fuhrer directly through
Martin Bormann and the Chancellery for the
Nazi Party. During the process, they also displaced all the other influencers, including the SS, except in central Belarusball where HSSPF Erich-von-dem Bach-Zelewsky command a special force for both the military and the civil administration territories and engaged in the warfare against the
partisans.
When the Soviet invasion failed, the Baltic states finally gained independence as the Nazis were driven out of the area.
Policies[edit]
When Hinrich Lohse took full control of ReichsKommissariat Ostlandball's clay, the official decree was proclaimed on November 15, 1941, whereby all properties that belongs to the
Soviet Commnuist Party in the Baltic area and
Belarusball was confiscated and transferred to the German administration.
In Ostland's clay, the administration returned lands confiscated by the Soviets to the former peasant owners in the area. In towns and cities, local businesses were returned to their original owners, subjected to the promises of paying taxes and quotas to the German authorities. Ostgesellschaften and the so-called Patenfirmen, privated industrial companies linked to the German central government, were immediately appinted to manage all the confiscated properties.
Jewish properties were confiscated and themslves were gradually exterminated for the next few years.
Jews were confined to ghettos in
Rigaball, which soon became overcrowded. From these, they were taken to execution sites like the Vilna and Kauen extermination centers, where they would be instantly executed on site.
In the clay that belongs to Belarusball, the German authorites eliminated the ’Jewish-Bolshevik' extremist policies which had denied the people knowledge of the basic concepts of private properties. Unlike the Baltic area, where the local German authorities saw that during the first stages of 'occupation', the local population gave examples of sincere collaboration, a possible way of giving some freedom to the autonomous administration.
