A Unitary State is a country in which the central government is supreme, and their administrative divisions exercise only powers that the central government has delegated to them. Chinaball for example, is a Unitary state, as it has only a central government and no smaller regional governments (Besides Hong Kong, Macau, Inner Mongolia, Tibet, or Xinjiang).
